Dr. Kirlin is a consultant working with organizations and individuals on a range of topics including strategic planning, performance management, organizational capacity assessments, policy framing and execution, and executive coaching. She was an associate professor in the department of Public Policy and Administration at California State University Sacramento for 14 years teaching organization behavior and theory, budgeting and finance, and American and California government. During 2016 she took a leave from Sacramento State, working for the recently formed Yolo County Health and Human Services Agency on integration, strategy, finance and communications. Dr. Kirlin spent 15 years working for elected officials in California state and local government before entering the academy. She worked on policy issues ranging from transportation to housing, finance and education serving in a variety of roles including Chief of Staff to the State Superintendent of Public Instruction.
